




Yaa Asantewa Asante is a public finance and debt management professional with over two decades of experience in fiscal policy and sovereignty debt strategy. She currently serves as Director of the Public Debt Management Office at Ghana’s Ministry of Finance, where she leads the design and implementation of the country’s debt management policies to ensure debt sustainability and macroeconomic stability.
Over her 20-year career at the Ministry of Finance, Ms. Asante, a Chief Economic Officer, has held several leadership roles including Group Head of Budget Monitoring and Reporting, and Head of Public Expenditure Management and Investor Relations Functions. She also chaired the ESLA Working Group from 2016 to 2025, overseeing implementation of Ghana’s energy sector levies, and served as a key member of the National Bond Market Committee, where she championed reforms that improved transparency, predictability, and investor confidence in Ghana’s domestic debt market.
She holds MSc degrees in Accounting and Finance from the University of Ghana and in Financial Economics from the University of Leicester, in addition to a BA in Economics from the University of Ghana.
Her expertise spans public debt strategy and administration, coordination of fiscal and monetary policy, expenditure management, capital markets analysis and investment planning, as well as financial governance and risk mitigation.
