Charles Benoni Okine

Charles Benoni Okine is a seasoned media and communications professional with over 25 years of experience spanning journalism, corporate communications, and strategic media management. He currently serves as the Director of Corporate Affairs and External Relations at the Minerals Income Investment Fund (MIIF), where he leads the Fund’s communications, stakeholder engagement, and external relations strategies.

Charles brings deep expertise in business and financial reporting, honed through his distinguished editorial career at the Graphic Communications Group Ltd, where he served as Deputy Editor of Graphic Business. There, he directed the newspaper’s financial content operations, spearheaded innovative business journalism strategies, and supported key event planning and execution initiatives.

From 2003 to 2008, Charles served as Special Correspondent to the Office of the Vice President of Ghana, further expanding his reach in national affairs and high-level reporting.

He has held several influential positions in media and communication circles, including:

James Asante Ampadu is a seasoned IT professional with over a decade of hands-on experience in leading digital transformation, securing enterprise systems, and managing complex IT infrastructure. As the Head of Information Technology at the Minerals Income Investment Fund (MIIF), James oversees the strategic planning and execution of technology initiatives that drive efficiency, security, and innovation across the organization.
His expertise spans a broad range of areas including IT strategy development, risk and security management, cloud and infrastructure optimization, enterprise system implementation, and compliance with cybersecurity standards. James is also well-versed in network architecture, IT policy governance, and vendor management. He is highly regarded for his ability to lead and develop high-performing IT teams while maintaining cost-effective, scalable solutions that align with business goals.
James holds a Master’s degree in Information and Communication Technology from the Ghana Institute of Management and Public Administration (GIMPA), and a Bachelor’s degree in Information Technology from Pentecost University. He is certified in Cisco Networking (CCNA), Cisco Certified Networking Professional (CCNP), Certified Information Systems Audit (CISA), and ITIL Foundation in IT Service Management. James is an old student of Koforidua Secondary Technical School.
He is a professional member of the Institute of Electrical and Electronics Engineers (IEEE) and the Information Systems Audit and Control Association (ISACA). James maintainins a strong connection with global standards and best practices in the IT industry.

Theresa Gyasi-Antwi

Theresa Gyasi-Antwi

Theresa is a Chartered Procurement and Supply Chain Professional with over 30 years of diverse work experience, including 18 years in public and international procurement, contract management, strategic sourcing, and market analysis. Her extensive expertise spans procurement planning, donor-funded projects, logistics, facilities management, trade facilitation, event coordination, and business development. Theresa is skilled in preparing market research reports (including Overseas Market Introduction Service [OMIS] reports), identifying cost-saving opportunities, and ensuring efficient allocation of resources.
Theresa joined the Minerals Income Investment Fund (MIIF) in October 2022 as Head of Procurement, responsible for coordinating all procurement and related activities. She oversees procurement requests, prepares procurement documentation, coordinates tender evaluations, and analyzes opportunities for cost reduction and efficient use of funds. Theresa also serves as Secretary to the Entity Tender Committee and is an active member of the management team.
Prior to MIIF, Theresa worked at the National Petroleum Authority (NPA) from January 2011 to September 2022, holding roles including Procurement Manager and Administrative Manager. She coordinated detailed procurement activities, estate and logistics management, transport operations, and IT functions, ensuring compliance with organizational policies and efficient use of resources.
From September 2007 to December 2010, Theresa served as Trade Development Manager / Trade Development Officer at the UK Trade & Investment (UKTI), British High Commission. She acted as a liaison between UK companies and the British High Commission, facilitating trade visits, producing sector reports, preparing OMIS reports, updating the Ghana page on the UKTI website, and promoting business opportunities for UK companies in Ghana.
Theresa also worked at Guaranty Trust Bank (Ghana) Limited from July to October 2006 as Head of Administration, managing procurement, estate, and logistics functions, monitoring budgets, and implementing administrative policies to ensure efficient allocation of resources.
Earlier in her career, from 2002 to 2006, she held various roles at DFID, British High Commission, including Assistant Programme Manager & Contracts Officer and Facilities Manager. Her responsibilities included supporting the Pro-Poor Growth Team in project development and management, coordinating project cycles, tendering, contract evaluation, liaising with Ghana government officials and donor partners, and ensuring compliance with financial and reporting requirements.
Theresa holds multiple post graduate degrees in Supply Chain Management from Coventry University, UK and Master of Public Administration from the Ghana Institute of Management and Public Administration (GIMPA), Accra, Ghana. She also has a Bachelor of Business Administration from Greenhill College, GIMPA, Accra, Ghana.
Theresa is a Chartered Member of the Chartered Institute of Procurement & Supply (CIPS), UK and a Full Member of the Ghana Institute of Procurement and Supply (GIPS).

As Chief Technical Officer and Head of Operations, Kwabena oversees Business Development, Technical Services and the Research Unit of the Fund. He has oversight of revenue mobilization and improvement, identifying investment opportunities along the mining value chain, and ensuring maximization of value through post-investment monitoring and evaluation. He is also a member of MIIF’s Executive Management Team.
Kwabena was recently appointed to the Technical Committee tasked to develop a comprehensive regulatory framework, governance structure, and operational strategy for the Ghana Gold Board.
Kwabena brings over 30 years of corporate experience having worked in several countries across sub Saharan Africa in various capacities in Technical, Management and Executive Leadership for SGS, one of the world’s biggest multinational service providers.
He previously served as Vice President, Africa for SGS (2018 -19) in charge of Mine Support Services
where he focused on business development and optimization.
As the Regional Managing Director for French West Africa for nearly 5 years, Kwabena prudently managed diverse teams across multi-sectoral business lines to bring about double-digit revenue growth
and massive improvement to the bottom line.
Prior to that he was responsible for Tropical Southern Africa for over 7 years, leading the business to register significant growth and transformation in the base metals industry across the entire Copperbelt regions of the DR Congo, Zambia, Malawi and Botswana.
Kwabena spent a considerable amount of time from 1994 – 2005 working in various Gold Mining enclaves within Ghana and the sub-region leading diverse teams in operations and business development.
Kwabena holds a PGDip in Finance and an MBA from the University of Leicester and a B.Sc (Hons) Chemistry with Geology degree from the University of Ghana. He is a member of the Ghana Institute of Directors and the Ghana Institute of Geoscientists. He is also proficient in French.

Kennedy Kwabena Abrokwa (PhD)

Kennedy is the Head of Business Development at MIIF. He is responsible for leading the definition, development, and execution of minerals income growth strategies and revenue generating campaigns to achieve objects of the Fund and also responsible for building a robust royalty pipeline and forecast that will yield future profitable revenue streams from gold and non-gold minerals for the Fund.
Previously the Head of Corporate Affairs of the Fund, he was responsible for creating and communicating a favorable public image for the Fund.
Prior to joining the Fund, Kennedy was an economic and management consultant with John Young & Associates where he was involved in enterprise development, investment appraisals and risks, policy analysis, commercial and market due diligence, social and environmental impact assessments, project planning and management, management trainings and system transfers. He has developed strategic policy and implementation frameworks for institutions such as GIADEC, Ministry of Special Development Initiatives (MSDI), Rural Enterprises Project, Vice Presidents Secretariat and several private organizations.
He has lectured in economics policy, energy economics and applied macroeconomics at the Ghana Institute of Management and Public Administration (GIMPA) and Kwame Nkrumah University of Science and Technology (KNUST).
At the early stages of his career, he worked briefly as an auditor with the Ghana Audit Service and as an Economic and Data analyst with the Financial Control Department at Ecobank Ghana.
Kennedy holds a PhD in Economics with focus on the extractive industry from the University of Hull and an MSc. in Economics and Business from the University of Hull with special focus on international business, project and operations management. He also holds a bachelor’s degree in Economics from the Kwame Nkrumah University of Science and Technology (KNUST). He attended Mfantsipim School.

Ms. Rosetta Esi Asmah

Miss Rosetta Esi Asmah is the Head of the Human Resources and Administration Department of the Minerals Income Investment Fund (MIIF).

Miss Asmah has over ten years experience in administration and human resource spanning Ghana and the United Kingdom. She has a background in both Law and Business Administration. She holds a Bachelor of Science in Business Administration with a major in Management Studies and Human Resources and a Bachelor of Laws (LL.B) degree both from the Central University in Ghana. She also holds a Master of Laws (LL.M) with specialization in International Oil and Gas Law from Robert Gordon University, Aberdeen in Scotland. She is a product of the Holy Child School in Cape Coast, Ghana.

Rosetta has various certifications in Human Resource and is a member of the Association of certified HR Professionals in Ghana. She is an expert in Labour Law and its application with certification from the Human Resource Certification Center in Ghana.

She has several years of Human Resource consulting in the United Kingdom and prior to joining MIIF worked for Competence Facility Management, UK Limited in Aberdeen, Scotland where she assisted the team responsible for talent management.

Rosetta has also worked at Société Générale Bank Ghana as an Administrative Officer at the Small and Medium Scale Enterprise Unit and as a Human Resource Officer at Forewin Ghana Limited where she worked in various units including the Legal Department and as an Executive Assistant to the CEO.

Mr. Cosmos Amankwah Owusu

Cosmos Amankwah Owusu is an accomplished risk management and actuarial expert with over 15 years of experience spanning insurance regulation, enterprise risk, actuarial science, and compliance. He currently leads the Risk Management function at the Minerals Income Investment Fund (MIIF), where he is responsible for establishing and overseeing the Fund’s enterprise-wide risk frameworks, ensuring robust mitigation strategies, and promoting a culture of risk awareness across departments and investee companies.

Before joining MIIF, Cosmos played key leadership role at Enterprise Group PLC, as the Group Risk & Compliance Manager. In this role he directed risk and compliance operations across multiple subsidiaries, developed regulatory compliance strategies, and built financial risk models to support investment and liquidity management.

His earlier career includes pivotal contributions at miLife Insurance Company Limited as Head of Actuarial and Compliance, and at the National Insurance Commission (NIC) as an Actuarial Analyst. At NIC, Cosmos played a central role in developing Ghana’s Risk-Based Supervision framework and solvency regime and led the implementation of the SDRs and the Vizor regulatory software.

Cosmos holds an MPhil in Risk Management and Insurance from the University of Ghana and a BSc in Actuarial Science from the University of Cape Coast. He is an Associate of the Chartered Insurance Institute (UK), a Certified Risk Analyst (CRA), and has completed other professional exams with the Society of Actuaries (USA).

He is widely recognized for his leadership in business continuity, regulatory compliance, and actuarial modeling, and has contributed to industry research and publications on risk-based supervision and insurance solvency.
